Well, AFAIK qmail inevitably creates outscatter for received spams to
invalid addresses. Outscatter has become considered a special sort of
spam, and get's the IP number of the sender listed. So djb wasn't
paranoid *enough* when he designed qmail.
OTOH the flood of outscatter which started last September was stopped
a week ago by the SEC[1], as any mail admin will have noticed.

I'm sure that SEP does not refer to Douglas Adams' "Somebody Elses
Problem", but what does it stand for?
[1] The Stock Exchanges Commisssion of the USA. They've got guns,
money, and lawyers, and obviously have used them against those
spammers who sent big loads of spam with forged (Envelope-)From.
